Building energy performace certificates

The building energy performance certificate (PENB) provides in a clear form the most important information on the energy consumption of a given building, both total and partial energy consumption for heating, ventilation, hot water heating, lighting, or others, if included. At the same time, information on the quality of the building's (cooled) building structures is also given. Thanks to this, it is possible to quickly get an overview of the costs of energy operation of the building under standardized conditions, or identify areas with the greatest potential for energy savings. The certificate of energy performance of the building is thus valuable information not only for those interested in buying or renting real estate, but also for existing owners or sellers, as energy-efficient buildings are becoming very popular. PENB is processed on the basis of the Energy Management Act No. 406/2000 Coll. as amended (last amendment No. 318/2012 Coll.) and Implementing Decree No. 78/2013 Coll. on the energy performance of buildings.
 
The card must be processed when:
  • construction of new buildings,
  • major alterations to completed buildings (over 25% of the building housing),
  • sale or lease of buildings or parts thereof.
The energy performance certificate must also be drawn up (and issued in a publicly accessible place) for buildings owned by public authorities or bodies set up by them.
 
Conversely, the card does not need to be processed for buildings with an energy reference area1 of up to 50 m2, buildings for family recreation, in case of inheritance, gift or divorce (transfer to one of the spouses), as well as for buildings intended for religious purposes (e.g. churches, chapels, etc.) and also for industrial and agricultural buildings with an annual energy consumption of up to 700 GJ.
 
The card is issued with a validity of 10 years and includes a protocol, including a graphic appendix with the classification class A to G.
