ETA - European Technical Assessment

Technical and Test Institute for Construction Prague, SOE, was authorized by a decision of the Ministry of Industry and Trade of the Czech Republic as the Subject for Technical Assessment (TAB). With this mandate, it became the spokesman for the Czech Republic in the European Organization for Technical Assessment (EOTA). It has also been authorized to draw up European Technical Assessments (ETAs) for all types of construction products listed in the Regulation (EU) No 305/2011 of the European Parliament and of the Council (CPR), Annex IV.

ETA can be issued for construction products:

  • for which there is no harmonized standard,
  • or which deviate from the harmonized standard

ETA is issued on the basis of European Assessment Documents (EAD), prepared by EOTA and published in the Official Journal of the EU. It is a document at the same legislative level as the European Harmonized Standard (hEN), with the difference that the process of its preparation is much faster. This system is designed primarily for new and innovative construction products so that they can be quickly placed on the EU market.

The EAD is a document that replaces the previously used guidelines for the elaboration of European Technical Approvals (ETAGs).

The subsequent assessment of the constancy of the performance of the construction product (certification) according to the ETA allows manufacturers to draw up a declaration of performance and affix the CE marking to the product, as well as the assessment according to the hEN. An authorized TAB may be requested by the manufacturer or his authorized representative to issue an ETA. ETAs issued after 1 July 2013 have unlimited validity. The CE marking based on the ETA is valid in all EU Member States, in Switzerland and Turkey.

   

Apart from the system of assessment and verification of constancy of properties according to procedure 3 according to Annex No. V of the CPR, the ETA is not the final document for issuing the Declaration of Performance. Based on the system of assessment and verification of constancy of properties specified in the ETA, it is necessary to perform an assessment of the construction product. In the case of 1+, 1 and 2+, a "notified body" is involved in the assessment process. A copy of the ETA issued in TZUS Prague, s.p. can be obtained from Ing. Mária Schaan on the basis of a telephone or written request. An administrative fee of CZK 1,350 per ETA is charged for this service.
